- EnglishAny political party which sends a candidate for election on a constituency basis shall have the right to send a candidate for election on a party list basis.
In sending a candidate for election on a party list basis, each political party shall prepare one list of candidates, in which candidates for election of each political party shall not be the same as others’ and not be the same as the names of candidates for election on a constituency basis. Such list of candidates shall be submitted to the Election Commission prior to the end of the period for application for candidacy for election of Members of the House of Representatives on a constituency basis.
In the preparation of a list of candidates under paragraph two, the members of the political party shall be allowed to participate in the deliberations, and regard shall be had to the candidates for election from different regions and equality between men and women. - EnglishTo attain moral and material goals, the citizens of Afghanistan shall have the right to form associations in accordance with provisions of the law.
The people of Afghanistan shall have the right, in accordance with provisions of the law, to form political parties, provided that:
1. Their manifesto and charter shall not contravene the Holy religion of Islam and principles and values enshrined in this constitution;
2. Their organizations and financial resources shall be transparent;
3. They shall not have military or quasi-military aims and organizations; and
4. They shall not be affiliated with foreign political parties or other sources.
Formation and operation of a party on the basis of tribalism, parochialism, language, as well as religious sectarianism shall not be permitted. A party or association formed according to provisions of the law shall not be dissolved without legal causes and the order of an authoritative court. (Art. 35) - Dariاتباع افغانستان حق دارند به منظور تأمین مقاصد مادی و یا معنوی، مطابق به احكام قانون، جمعيتها تأسیس نمایند.
اتباع افغانستان حق دارند، مطابق به احكام قانون، احزاب سیاسی تشكیل دهند، مشروط بر اینكه:
١- مرامنامه و اساسنامۀ حزب، مناقض احكام دین مقدس اسلام و نصوص و ارزشهای مندرج این قانون اساسی نباشد؛
۲- تشكیلات و منابع مالی حزب علنی باشد؛
٣- اهداف و تشكیلات نظامی و شبه نظامی نداشته باشد؛
٤- وابسته به حزب سیاسی و یا دیگر منابع خارجی نباشد؛
تأسیس و فعالیت حزب برمبنای قومیت، سمت، زبان و مذهب فقهی جواز ندارد. جمعیت و حزبی كه مطابق به احكام قانون تشكیل می شود، بدون موجبات قانونی و حكم محكمۀ با صلاحیت منحل نمی شود. - EnglishIf a political party infringe one of the following stipulations, it shall have no right of continued existence:
(a) having been declared an unlawful association under the existing law;
(b) directly or indirectly contacting or abetting the insurgent group launching armed rebellion against the Union or the associations and persons determined by the Union to have committed terrorist acts or the association declared to be an unlawful association;
(c) directly or indirectly receiving and expending financial, material and other assistance from a foreign government, a religious association, other association or a person from a foreign country;

2. The right of political parties to democratic opposition, as well as the right to be informed regularly and directly on the progress of the main issues of public interest, shall be recognised. 1. Parliament shall, by law, establish a Public Election Fund into which shall be paid every year such amounts as the Election Commission may consider appropriate to fund registered political parties and their candidates during elections to the National Assembly and candidates to the National Council.
2. The payment out of the Public Election Fund shall be made by the Election Commission in a non-discriminatory manner to registered political parties and candidates in accordance with laws made by Parliament.
3. The Election Commission shall fix a ceiling for the total expenditure that may be incurred by political parties and their candidates taking part in elections to the National Assembly.
4. The Election Commission shall fix a ceiling for contribution offered voluntarily by any of its registered members to a political party subject to the provisions of the Election Fund Act.
5. The funding received by political parties and their candidates shall be subjected to scrutiny and auditing as called for by the Election Commission in accordance with laws made by Parliament or law in force. (Art. 16) - Dzongkha

- English1. Citizens of Georgia shall have the right to form a political party and participate in its activities in accordance with the organic law.
2. Political party membership of persons enlisted in the Defence Forces or bodies responsible for state and public security, and those appointed as judges, shall cease.
3. The establishment and activity of a political party that aims to overthrow or forcibly change the constitutional order of Georgia, infringe on the independence or violate the territorial integrity of the country, or that propagates war or violence or incites national, ethnic, provincial, religious or social strife, shall be inadmissible. The establishment of a political party on a territorial principle shall be inadmissible.
4. The prohibition of a political party shall be admissible only by decision of the constitutional court, in cases defined by the organic law and in accordance with the established procedure. (Art. 23) - Georgian1. საქართველოს მოქალაქეებს უფლება აქვთ ორგანული კანონის შესაბამისად შექმნან პოლიტიკური პარტია და მონაწილეობა მიიღონ მის საქმიანობაში.
2. პირს, რომელიც ჩაირიცხება თავდაცვის ძალების ან სახელმწიფო ან საზოგადოებრივი უსაფრთხოების დაცვაზე პასუხისმგებელი ორგანოს შემადგენლობაში, განწესდება მოსამართლედ, უწყდება პოლიტიკური პარტიის წევრობა.
3. დაუშვებელია ისეთი პოლიტიკური პარტიის შექმნა და საქმიანობა, რომლის მიზანია საქართველოს კონსტიტუციური წყობილების დამხობა ან ძალადობით შეცვლა, ქვეყნის დამოუკიდებლობის ხელყოფა, ტერიტორიული მთლიანობის დარღვევა ან რომელიც ეწევა ომის ან ძალადობის პროპაგანდას, აღვივებს ეროვნულ, ეთნიკურ, კუთხურ, რელიგიურ ან სოციალურ შუღლს. დაუშვებელია პოლიტიკური პარტიის შექმნა ტერიტორიული ნიშნით.
4. პოლიტიკური პარტიის აკრძალვა შეიძლება მხოლოდ საკონსტიტუციო სასამართლოს გადაწყვეტილებით, ორგანული კანონით განსაზღვრულ შემთხვევებში და დადგენილი წესით. (მუხლი 23)

- English(1) The House of Representatives shall be composed of not more than two hundred and fifty members, unless otherwise fixed by law, who shall be elected from legislative districts apportioned among the provinces, cities, and the Metropolitan Manila area in accordance with the number of their respective inhabitants, and on the basis of a uniform and progressive ratio, and those who, as provided by law, shall be elected through a party-list system of registered national, regional, and sectoral parties or organizations.
(2) The party-list representatives shall constitute twenty per centum of the total number of representatives including those under the party list. For three consecutive terms after the ratification of this Constitution, one-half of the seats allocated to party-list representatives shall be filled, as provided by law, by selection or election from the labor, peasant, urban poor, indigenous cultural communities, women, youth, and such other sectors as may be provided by law, except the religious sector.

Sa loob ng tatlong magkakasunod na taning ng panunungkulan pagkaraang maratipikahan ang Konstitusyong ito, ang kalahati sa mga pwestong nakalaan sa mga kinatawang partilist ay dapat punan, ayon sa itinatadhana ng batas, sa pamamagitan ng pagpili o paghahalal mula sa sektor ng mga manggagawa, magsasaka, mahirap na tagalungsod, mga katutubong pamayanang pangkalinangan, mga kababaihan, kabataan at sa iba pang mga sektor na maaaring itadhana ng batas, maliban sa sektor na panrelihiyon.
