V. The organization of the elections is a state function that is realized through the National Electoral Institute and the local public organs, in the terms that this Constitution establishes.
Part A. The National Electoral Institute is an autonomous public organ endowed with juridical personality and its own patrimony, in the composition of which the Legislative Power of the Union, the national political parties and the citizens participate, in the terms that the law orders. V. La organización de las elecciones es una función estatal que se realiza a través del Instituto Nacional Electoral y de los organismos públicos locales, en los términos que establece esta Constitución.
Apartado A. El Instituto Nacional Electoral es un organismo público autónomo dotado de personalidad jurídica y patrimonio propios, en cuya integración participan el Poder Legislativo de la Unión, los partidos políticos nacionales y los ciudadanos, en los términos que ordene la ley.
