- EnglishThe Electoral Branch of Government shall guarantee the exercise of political rights as expressed by voting, as well as those referring to the political organization of the citizenry.
The Electoral Branch shall be comprised of the National Electoral Council and the Electoral Dispute Settlement Court. Both bodies shall have their seat in Quito and shall have national jurisdiction, administrative, financial, and organizational autonomy, and their own legal status. They shall be governed by the principles of autonomy, independence, publicity, transparency, equity, interculturalism, gender equality, swiftness and rectitude. (Art. 217) - SpanishLa Función Electoral garantizará el ejercicio de los derechos políticos que se expresan a través del sufragio, así como los referentes a la organización política de la ciudadanía.
La Función Electoral estará conformada por el Consejo Nacional Electoral y el Tribunal Contencioso Electoral. Ambos órganos tendrán sede en Quito, jurisdicción nacional, autonomías administrativa, financiera y organizativa, y personalidad jurídica propia. The electoral system has for [its] objective to assure that elections [votaciones] translate the authentic expression, free and spontaneous of the citizenry; and that the ballots are an exact and opportune reflection of the will of the electors expressed in the ballot boxes [urnas] by direct suffrage.
It has [for its] basic functions[:] the planning, the organization and the execution of the electoral processes or [process] of referendum or other popular consultations; the maintenance and the custody of a single register of identification of persons; and the register of the acts that modify civil estate. El sistema electoral tiene por finalidad asegurar que las votaciones traduzcan la expresión auténtica, libre y espontánea de los ciudadanos; y que los escrutinios sean reflejo exacto y oportuno de la voluntad del elector expresada en las urnas por votación directa.
Tiene por funciones básicas el planeamiento, la organización y la ejecución de los procesos electorales o de referéndum u otras consultas populares; el mantenimiento y la custodia de un registro único de identificación de las personas; y el registro de los actos que modifican el estado civil. The Electoral Commission shall have general responsibility for and shall supervise the registration of electors and the conduct of elections to Parliament, the Malvatumauri Council of Chiefs, provincial government and municipal councils. The Commission shall have such powers and functions relating to such registration and elections as may be prescribed by Parliament.
2. The Principal Electoral Officer shall have such powers and functions relating to such registration and elections as may be prescribed by Parliament.
