- English1. The House of the Federation is composed of representatives of Nations, Nationalities and Peoples.
2. Each Nation, Nationality and People shall be represented in the House of the Federation by at least one member. Each Nation or Nationality shall be represented by one additional representative for each one million of its population.
3. Members of the House of the Federation shall be elected by the State Councils. The State Councils may themselves elect representatives to the House of the Federation, or they may hold elections to have the representatives elected by the people directly. The number of members therein shall not exceed 300 members, and it represents all forces participating in change, except for members of the National Congress and political forces that participated in the former regime until its downfall;

3. يتكون المجلس التشريعي الانتقالي بنسبة 67% ممن تختارهم قوي اعلان الحرية والتغيير، ونسبة 33% للقوي الاخري غير موقعه علي اعلان الحرية والتغيير والتي يتم تسميتها وتحديد نيب مشاركة كل منها بالتشاور بين قؤي اعلان الحرية والتغيير والاعضاء العسكريين في مجلس السيادة.
5. يراعي في تكوين المجلس التشريعي الانتقالي مكونات المجتمع السوداني بما فيها القوي السياسية والمدنية والمهنيه والطرق الصوفيه والادارات الاهلية والحركات المسلحة الموقعة وغير الموقعهعلي اعلان الحرية والتغيير وغيرها من مكونات المجتمع السوداني. (الماده 24)
