(1) The members are elected by universal, equal and direct suffrage by secret ballot according to the principles of proportionate representation.
(2) Any citizen who has the right to vote, has attained 21 years of age and has permanent residency in the Slovak Republic is eligible to be elected to the National Council of the Slovak Republic.
(3) The territory of the Slovak Republic constitutes one electoral district for elections to the National Council of the Slovak Republic.
