5. Election to the National Assembly shall be by two political parties established through a primary round of election in which all registered political parties may participate.

- EnglishThe Chamber of Deputies consists of elected representatives whose number and the manner of the election are determined by the electoral laws in effect.
Until the Chamber of Deputies issues an Electoral Law, outside the sectarian record, representative seats are distributed according to the following rules:
a. Equally between Christians and Moslems.
b. Proportional between the sects of both sides.
c. Proportional among districts.
Exceptionally, and once, representative seats vacant at the date of publishing this Law, and the seats created by the Electoral Law, are filled totally by appointment by a two- thirds majority of the National Détente Government, in implementation of the equality between the Christians and the Moslems, according to the National Détente Document. Any citizen of the Russian Federation not younger than 21 years of age, who has a right to participate in elections, permanently resides in the Russian Federation, does not have foreign citizenship, residence permit or another document certifying the right of the citizen of the Russian Federation to have residence in the territory of a foreign state may be elected deputy of the State Duma. - English(1) The composition of the National Assembly shall be as follows:
(a) ninety-six (96) members to be elected by the registered voters by direct and secret ballot. Every Namibian citizen who has the qualificaions described in Article 17 hereof shall be entitled to vote in the elections for members of the National Assembly and, subject to Article 47 hereof shall be eligible for candidature as a member of the National Assembly;
