If a majority other than a presidential majority results from the legislative elections, the President of the Republic designates a Head of the Government from the parliamentary majority and makes him responsible for forming his Government and for elaborating the program of the parliamentary majority.

2 The members of the Federal Council are elected by the Federal Assembly following each general election to the National Council.
3 They are elected for a term of office of four years. Any Swiss citizen eligible for election to the National Council may be elected to the Federal Council.
