The rules of functioning of the Senate, its composition as well as the modalities of election and of designation of its members are established by an organic law. (Art. 82)

(1) Parliament shall consist of —
(a) such number of elected Members as is required to be returned at a general election by the constituencies prescribed by or under any law made by the Legislature;
(b) such other Members, not exceeding 12 in number, who shall be known as non-constituency Members, as the Legislature may provide in any law relating to Parliamentary elections to ensure the representation in Parliament of a minimum number of Members from a political party or parties not forming the Government; and
(c) such other Members not exceeding 9 in number, who shall be known as nominated Members, as may be appointed by the President in accordance with the provisions of the Fourth Schedule.

(1) The Chamber of Deputies and the Senate shall be elected by universal, equal, direct, secret and free suffrage, in accordance with the electoral law.

There shall be elected by the nobles of the Kingdom from their number nine nobles as representatives of the nobles and there shall be elected by electors duly qualified seventeen representatives of the people.

The modalities of the organization and the functioning of the appointment and the elections of the Senators as well as the determination of the voters, the electoral colleges and the electoral constituencies must be determined by a law. (Art. 101)

The Chamber of Councilors is composed of a minimum of 90 members and of a maximum of 120, elected by indirect universal suffrage for six years, according to the following division:
• three-fifths of the members represent the local collectivities. This component [effectif] is divided between the regions of the Kingdom, in proportion to their respective populations and in observance of equity between the regions. The one-third reserved to the region is elected at the level of each region by the Regional Council [Conseil regional] from among its members. The two-thirds remaining are elected by an electoral college at the level of the region by the members of the communal, prefectural and provincial councils;
• two-fifths of the members elected in each region by the electoral colleges composed of those elected to the Professional Chambers [Chambers professionnelles] and of the most representative professional organizations of employers, and of the elected members to the national echelon by an electoral college composed of the representatives of the salaried [workers].
The number of the members of the Chamber of Councilors and their electoral regime, the number of them to be elected by each of the electoral colleges, the division of seats per region, the conditions of eligibility and the case of incompatibilities, the rules of limitation of accumulation of mandates and the organization of electoral disputes, are established by an organic law.

The House of Representatives consists of five hundred members, as follows:
1. three hundred and fifty members elected on a constituency basis;
2. one hundred and fifty members from party lists of political parties.
In the case where the office of a Member of the House of Representatives becomes vacant for any reason, and an election of a Member of the House of Representatives has not been held to fill the vacancy, or no declaration of name of a Member of the House of Representatives has been made to fill the vacancy, the House of Representatives shall consist of the existing members of the House.
In the case where there is any reason for the number of the Members of the House of Representatives by party list basis to be fewer than one hundred and fifty persons, the Members of the House of Representatives by party list basis shall consist of the existing members. (Sec. 83)

The Riksdag is the foremost representative of the people.
It enacts the laws, determines central government taxes and decides how central government funding shall be used. The Riksdag examines the government and administration of the country. (Instrument of Government, Chapter 1, Art. 4)

In order to be a male or female senator one is required to be a male or female Dominican in full exercise of civil and political rights, to have reached twenty-five years of age, to be a native of the territory that elects him or to have resided in it for at least five consecutive years.
