(a) members elected to represent constituencies;

The special circumscriptions will assure the participation in the Chamber of Representatives of the ethnic groups and those Colombians resident abroad. Through these circumscriptions four (4) Representatives will be elected, so distributed: two (2) by the circumscription of the communities of afro-descent, one (1) by the circumscription of the indigenous communities, and one (1) by the international circumscription.
