A candidate for membership in the Senate or the person who appoints him must be an Egyptian with civil and political rights. He must have at least a university degree or equivalent, and his age must be less than thirty-five years. The law specifies the conditions of candidacy, electoral system and the division of constituencies to take into account the equitable representation of the population and the governorates. Nomination can take place through singlemember election or multi-member election, or both together. (Art. 251)

The legislative power is represented by a Parliament composed of two (2) Chambers: the National Assembly and the Senate.
The members of the National Assembly have the title of Deputy. They are elected by direct universal suffrage for a renewable term of five (5) years.
The members of the Senate have the title of Senator. They are designated by way of election by indirect universal suffrage and by way of appointment by the President of the Republic. 1. To be Panamanian by birth, or through naturalization, and to have resided for fifteen years in the country after naturalization;
