The administration of justice guarantees the principle of legality; it protects [protege] and protects [tutela] the human rights, and guarantees the access to justice through the application of the law in the matters and processes of its competence.
The administration of justice recognizes citizen participation through the traditional leaders of the original Peoples of the Caribbean Coast and the Judicial Facilitators [Facilitadores Judiciales] in all the country, as alternative methods of access to justice and alternative resolution of conflicts, all in accordance with the law.

The authorities of the Rural and Native Communities, with the support of the Rural Patrols, may exercise jurisdictional functions within their domain [ámbito] in accordance with customary law, provided they do not violate the fundamental rights of the person. The law establishes the forms of coordination of said special jurisdiction with Justices of the Peace and with other instances of the Judicial Power. (Art. 149)

- EnglishThe legitimate authorities of the native peoples shall have the power to apply within their territorial competence levels of administration of justice based on their ancestral traditions and affecting their members only, in accordance to their own rules and proceedings, provided the same are not contrary to this Constitution, law and public order. - English(1) Subject to the provisions of this article -
(a) no law shall make any provision that is discriminatory either of itself or in its effect; and
(b) no person shall be treated in a discriminatory manner by any person acting by virtue of any written law or in the performance of the functions of any public office or any public authority.
(2) In this article the expression ‘discriminatory’ means affording different treatment to different persons attributable wholly or mainly to their or their parents’ or guardians’ respective descriptions by race, place of origin, political opinion, colour, creed, age, disability, marital status, sex, gender, language, birth, social class, pregnancy, religion, conscience, belief or culture whereby persons of one such description are subjected to disabilities or restrictions to which other persons of the same or another such description are not made subject or are accorded privileges or advantages which are not afforded to persons of another such description.
(3) Paragraph (1)(a) shall not apply to any law so far as that law makes provision -

- EnglishI. Each public authority or person shall obey the decisions of the rural native indigenous jurisdiction.
II. To secure compliance with the decisions of the rural native indigenous jurisdiction, its authorities may request the support of the competent bodies of the State.
III. The State shall promote and strengthen rural native indigenous justice. The law of Jurisdictional Demarcation shall determine the mechanisms of coordination and cooperation between rural native indigenous jurisdiction and ordinary jurisdiction and agro-environmental jurisdiction and all the recognized constitutional jurisdictions. (Art. 192) - SpanishI. Toda autoridad pública o persona acatará las decisiones de la jurisdicción indígena originaria campesina.
II. Para el cumplimiento de las decisiones de la jurisdicción indígena originario campesina, sus autoridades podrán solicitar el apoyo de los órganos competentes del Estado.
III. El Estado promoverá y fortalecerá la justicia indígena originaria campesina. La Ley de Deslinde Jurisdiccional, determinará los mecanismos de coordinación y cooperación entre la jurisdicción indígena originaria campesina con la jurisdicción ordinaria y la jurisdicción agroambiental y todas las jurisdicciones constitucionalmente reconocidas.
