- EnglishIn the cases of invasion, grave disturbance of the public peace, or any other which places society in grave danger or conflict, only the President of the United Mexican States, with the approval of the Congress of the Union or of the Permanent Commission when it is not meeting, may restrict or suspend in all the country or in a specific place the exercise of the rights and guarantees which could be an obstacle to [a] rapid and effective [fácilmente] response [frente] to the situation; but he must do so for a limited time, by means of general preventions without the restriction or the suspension being limited to a specified person. If the restriction or suspension should take place while the Congress is meeting, it will concede the authorizations that it deems necessary for the Executive to respond to the situation; but if it is verified in a time of recess, the Congress will be convoked immediately to agree to them.
In the decrees which are enacted, [the following] may not be restricted or suspended[:] the exercise of the rights to non-discrimination, to recognition of juridical personality, to life, to personal integrity, to the protection of the family, to [one's] name, to nationality; the rights of the child; the political rights; the freedoms of thought, conscience and of professing any religious belief; the principle of legality and retroactivity; the prohibition of the penalty of death; the prohibition of slavery and servitude; the prohibition of forced disappearance and torture; neither the judicial guarantees indispensible for the protection of these rights.
The restriction or suspension of the exercise of the rights and guarantees must be substantiated and motivated in the terms established by this Constitution and be proportional to the danger that it confronts, observing at each moment the principles of legality, rationality, proclamation, publicity, and non-discrimination.
When the restriction or suspension of the exercise of the rights and guarantees is brought to an end, as well as for the compliance with the time [plazo] or reason [porque] as the Congress decrees [it], all the legal and administrative measures adopted during its effectiveness will be of no effect in immediate form. The Executive may not make observations to the decrees by means of which the Congress revokes the restriction or suspension.
The decrees enacted by the Executive during the restriction or suspension, must be reviewed [revisdos], of office and immediately[,] by the Supreme Court of Justice of the Nation, which must decide on them with the greatest promptness concerning their constitutionality and validity. En los decretos que se expidan, no podrá restringirse ni suspenderse el ejercicio de los derechos a la no discriminación, al reconocimiento de la personalidad jurídica, a la vida, a la integridad personal, a la protección a la familia, al nombre, a la nacionalidad; los derechos de la niñez; los derechos políticos; las libertades de pensamiento, conciencia y de profesar creencia religiosa alguna; el principio de legalidad y retroactividad; la prohibición de la pena de muerte; la prohibición de la esclavitud y la servidumbre; la prohibición de la desaparición forzada y la tortura; ni las garantías judiciales indispensables para la protección de tales derechos.
La restricción o suspensión del ejercicio de los derechos y garantías debe estar fundada y motivada en los términos establecidos por esta Constitución y ser proporcional al peligro a que se hace frente, observando en todo momento los principios de legalidad, racionalidad, proclamación, publicidad y no discriminación.
Cuando se ponga fin a la restricción o suspensión del ejercicio de los derechos y garantías, bien sea por cumplirse el plazo o porque así lo decrete el Congreso, todas las medidas legales y administrativas adoptadas durante su vigencia quedarán sin efecto de forma inmediata. El Ejecutivo no podrá hacer observaciones al decreto mediante el cual el Congreso revoque la restricción o suspensión.
Los decretos expedidos por el Ejecutivo durante la restricción o suspensión, serán revisados de oficio e inmediatamente por la Suprema Corte de Justicia de la Nación, la que deberá pronunciarse con la mayor prontitud sobre su constitucionalidad y validez. (Art. 29)

- English1. The President of the Republic, when the circumstances demand it, can declare by way of decree the state of alarm, the state of exception or that of siege, informing the Chamber of the Deputies and the Senate.
2. The proclamation of the state of alarm, of exception or of siege must expressly determine the effects of it and, the territorial scope to which its duration is extended.
3. The law regulates the states of alarm, of exception and of siege, as well as the corresponding competences and limitations.
4. While any of the states comprehended in this Article have been declared[,] the dissolution of the Chambers of Parliament may not proceed.
5. For the creation [actuaci6n] of armed bands or of terrorist elements, with the necessary judicial intervention and the adequate parliamentary control, the rights and guarantees recognized in this Fundamental Law can be suspended in individual or collective form for specific persons[,] in accordance with the Law. The statute specifying the scope of limitation of the freedoms and rights of persons and citizens in times of martial law and states of emergency shall not limit the freedoms and rights specified in Article 30 (the dignity of the person), Article 34 and Article 36 (citizenship), Article 38 (protection of life), Article 39, Article 40 and Article 41, para.4 (humane treatment), Article 42 (ascription of criminal responsibility), Article 45 (access to a court), Article 47 (personal rights), Article 53 (conscience and religion), Article 63 (petitions), as well as Article 48 and Article 72 (family and children).

The freedoms and rights of the individual and citizen can be restricted during states of war or emergency, in accordance with the provisions of the Constitution. The restriction of freedoms and rights cannot discriminate on grounds of sex, race, colour of skin, language, religion, national or social origin, property or social status. The restriction of freedoms and rights cannot be applied to the right to life, the interdiction of torture, inhuman and humiliating conduct and punishment, the legal determination of punishable offences and sentences, as well as to the freedom of personal conviction, conscience, thought, public expression of thought, and religious confession. - EnglishAll persons have the right to an action of amparo in order to demand before the courts, for themselves or by those who act in their name, immediate protection of their fundamental rights, not protected by habeas corpus, when they are violated or threatened by the action or omission of any public authority or of individuals, in order put into effect the fulfillment of a law or administrative act and in order to guarantee collective and diffuse rights and interests. In accordance with the law, the proceeding is preferential, summary, oral, public, free, and not subject to formalities.

The acts adopted during the States of Exception that violate protected rights that unreasonably cause suspended rights are subject to actions of amparo. 1. Extraordinary measures may be imposed due to a state of war, state of emergency, or state of natural disaster and last for as long as these states continue.
2. The principles of the activity of public bodies, as well as the extent of limitations on human rights and freedoms during the period of the existence of situations that require extraordinary measures, are defined by law.
3. The law must define the principles, areas and manner of compensation for losses caused as a result of the limitation of human rights and freedoms during the period in which extraordinary measures are imposed.
4. Acts taken as a result of extraordinary measures shall be in proportion with the level of risk and shall aim to re-establish the conditions for the normal functioning of the state, as soon as possible.
5. During the situations that require the imposition of extraordinary measures, none of these acts may be amended: the Constitution, the laws on the election of the Assembly and organs of local government, as well as the laws on extraordinary measures.
6. During the period of implementation of extraordinary measures, there may not be held elections for local government bodies, there may not be a referendum, and a new President of the Republic may not be elected. The elections for the local government bodies may be held only in those places where the extraordinary measures are not implemented. (Art. 170) - Albanian
1. Masat e jashtëzakonshme mund të vendosen për shkak të gjendjes së luftës, gjendjes së jashtëzakonshme ose gjendjes së fatkeqësisë natyrore dhe zgjatin për aq kohë sa vazhdojnë këto gjendje.
2. Parimet e veprimtarisë së organeve publike dhe shkalla e kufizimit të të drejtave dhe lirive të njeriut gjatë gjithë periudhës së ekzistencës së gjendjeve që kërkojnë marrjen e masave të jashtëzakonshme, përcaktohen me ligj.
3. Ligji duhet të përcaktojë parimet, fushat dhe mënyrën e kompensimit të humbjeve që vijnë si rezultat i kufizimit të të drejtave dhe lirive gjatë marrjes së masave të jashtëzakonshme.
4. Aktet që ndërmerren si pasojë e marrjes së masave të jashtëzakonshme, duhet të jenë në përpjesëtim me shkallën e rrezikut dhe duhet të synojnë rivendosjen sa më të shpejtë të kushteve për funksionimin normal të shtetit.
5. Gjatë gjendjeve që kërkojnë marrjen e masave të jashtëzakonshme, nuk mund të ndryshohet asnjë prej këtyre akteve: Kushtetuta, ligjet për zgjedhjet për Kuvendin dhe për organet e pushtetit vendor, si dhe ligjet për masat e jashtëzakonshme.
6. Gjatë periudhës së zbatimit të masave të jashtëzakonshme nuk mund të zhvillohen zgjedhje vendore, nuk mund të zhvillohet referendum, si dhe nuk mund të zgjidhet një President i ri i Republikës. Zgjedhjet vendore mund të bëhen vetëm aty ku nuk zbatohen masat e jashtëzakonshme. (Neni 170)
