- EnglishIn order to be eligible as Ombudsman it is necessary:
1. To be Panamanian by birth;
2. To fully enjoy one's civil and political rights;
3. To be at least thirty five years of age;
4. Not to have been sentenced to five years in prison or more for a premeditated offense;
5. To have moral integrity and a good reputation;
6. Not to be bound by family ties, within the fourth degree of consanguinity and the second degree of marital relations, to the President of the Republic, any other Cabinet Council member, Justices of the Supreme Court of Justice or a member of the National Assembly. 2. Estar en pleno goce de sus derechos civiles y políticos.
3. Haber cumplido treinta y cinco años o más de edad.

- English(1) There shall be an Ombudsman Commission, consisting of a Chief Ombudsman and two Ombudsmen.
(2) The members of the Commission shall be appointed by the Head of State, acting with, and in accordance with, the advice of an Ombudsman Appointments Committee consisting of-
(a) the Prime Minister, who shall be Chairman; and
(b) the Chief Justice; and
(c) the Leader of the Opposition; and
(d) the Chairman of the appropriate Permanent Parliamentary Committee, or, if the Chairman is not a member of the Parliament who is recognized by the Parliament as being generally committed to support the Government in the Parliament, the Deputy Chairman of that Committee; and
(e) the Chairman of the Public Services Commission.

- EnglishThe High Council for the Defense of Democracy and of the State of Law is responsible for observing the respect for the ethic of power, of democracy and of the respect for the State of Law, and to control the promotion and the protection of human rights.
The law establishes the modalities relative to the composition, the organization and the functioning of the High Council. (Art. 43) - FrenchLe Haut Conseil pour la défense de la démocratie et de l’Etat de droit est chargé d’observer le respect de l’éthique du pouvoir, de la démocratie et du respect de l’Etat de droit, de contrôler la promotion et la protection des droits de l’homme.

- English(1) The National Assembly shall elect an Ombudsman, who shall defend the rights and freedoms of the citizens.
(2) The powers and activities of the Ombudsman shall be regulated by a law. (Art. 91a) - Bulgarian(1) Народното събрание избира омбудсман, който се застъпва за правата и свободите на гражданите.

1. The Commissioner for Human Rights in the Republic of Kazakhstan shall contribute to the restoration of violated rights and freedoms of a human and a citizen, promote the rights and freedoms of a human and a citizen.
2. When exercising his/her powers, the Commissioner for Human Rights shall be independent and not accountable to state bodies and officials.
3. During the term of his/her powers, the Commissioner for Human Rights may not be arrested, brought to justice, subjected to administrative penalties imposed in court, brought to criminal responsibility without the consent of the Senate, except for cases of detention at the scene of a crime or serious crimes.
4. The legal status and organization of activities of the Commissioner for Human Rights shall be determined by the constitutional law. (Art. 83-1) - Kazak
1. Қазақстан Республикасындағы Адам құқықтары жөніндегі уəкіл адам мен азаматтың бұзылған құқықтары мен бостандықтарын қалпына келтіруге жəрдемдеседі, адам мен азаматтың құқықтары мен бостандықтарын ілгерілетуге ықпал етеді.
