Education [Educación] has as its objective the full development of the human person. The State recognizes and guarantees the freedom of education [enseñanza]. The parents have the duty to educate their children and the right to choose their centers of education and to participate in the educational process. (Art. 13)

The State assumes responsibility for it as an irrevocable function of the greatest interest, at all levels and in all modes, as an instrument of scientific, humanistic and technical knowledge at the service of society. Education, is a public service, and is grounded on the respect for all currents of thought, to the end of developing the creative potential of every human being and the full exercise of his or her personality in a democratic society based on the work ethic value and on active, conscious and joint participation in the processes of social transformation embodied in the values which are part of the national identity, and with a Latin American and universal vision. The State, with the participation of families and society, promotes the process of civic education in accordance with the principles contained in this Constitution and in the laws. (Art. 102)

El Estado la asumirá como función indeclinable y de máximo interés en todos sus niveles y modalidades, y como instrumento del conocimiento científico, humanístico y tecnológico al servicio de la sociedad. La educación es un servicio público y está fundamentada en el respeto a todas las corrientes del pensamiento, con la finalidad de desarrollar el potencial creativo de cada ser humano y el pleno ejercicio de su personalidad en una sociedad democrática basada en la valoración ética del trabajo y en la participación activa, consciente y solidaria en los procesos de transformación social consustanciados con los valores de la identidad nacional, y con una visión latinoamericana y universal.
