- EnglishI. The rural native indigenous jurisdiction is based on the specific connection between the persons who are members of the respective nation or rural native indigenous people.
II. The rural native indigenous jurisdiction is exercised in the following areas of personal, material and territorial legal effect:
1. Members of the nation or rural native indigenous people are subject to this jurisdiction whether they act as plaintiffs or defendants, claimants or accusers, whether they are persons who are denounced or accused, or are appellants or respondents.
2. This jurisdiction hears rural native indigenous matters pursuant to that established in a law of Jurisdictional Demarcation.
3. This jurisdiction applies to the relations and juridical acts that are carried out, or the effects of which are produced, within the jurisdiction of a rural native indigenous people. - English(1) There shall be established in each State having Scheduled Areas therein and, if the President so directs, also in any State having Scheduled Tribes but not Scheduled Areas therein, a Tribes Advisory Council consisting of not more than twenty members of whom, as nearly as may be, three-fourths shall be the representatives of the Scheduled Tribes in the Legislative Assembly of the State:
Provided that if the number of representatives of the Scheduled Tribes in the Legislative Assembly of the State is less than the number of seats in the Tribes Advisory Council to be filled by such representatives, the remaining seats shall be filled by other members of those tribes.
(2) It shall be the duty of the Tribes Advisory Council to advise on such matters pertaining to the welfare and advancement of the Scheduled Tribes in the State as may be referred to them by the Governor. - EnglishIn conformity with the Constitution and the laws, the indigenous territories will be governed by councils formed and regulated according to the usages and customs of their communities and will exercise the following functions:
1. To see to the application of the legal norms concerning the uses of the soil and settlement of their territories.
2. To design the policies and the plans and programs of economic and social development within their territory, in harmony with the National Plan of Development.
3. To promote the public investments in their territories and see to their appropriate execution.
4. To receive and distribute their resources.
5. To see to the conservation of the natural resources.
6. To coordinate the programs and projects promoted by the different communities in their territory.
7. To collaborate with the maintenance of the public order within their territory in accordance with the instructions and provisions of the National Government.
8. To represent the territories before the National Government and the other entities into which they are integrated; and
9. The ones that the Constitution and the law specify to them.

The exploitation of the natural resources in the indigenous territories shall be done without impairment of the cultural, social, and economic integrity of the indigenous communities. In the decisions that are adopted with respect to said exploitation, the Government shall encourage the participation of the representatives of the respective communities. La explotación de los recursos naturales en los territorios indígenas se hará sin desmedro de la integridad cultural, social y económica de las comunidades indígenas. En las decisiones que se adopten respecto de dicha explotación, el Gobierno propiciará la participación de los representantes de las respectivas comunidades. (Art. 330)
