The State works for the realization of parity between men and women.
An Authority for parity and the struggle against all forms of discrimination is created, to this effect. (a) he is a citizen of Malta;
(b) he has attained the age of sixteen years; and
(c) he is resident in Malta and has during the eighteen months immediately preceding his registration been a resident for a continuous period of six months or for periods amounting in the aggregate to six months:
Provided that this paragraph shall not apply to a person who is ordinarily resident in Malta but has not been resident in Malta as required by this paragraph by reason of service abroad in the public service, including service in the offices referred to in sub-article (3) of article 124 of this Constitution, or by reason of service abroad in, or as a member of, a disciplined force as defined in article 47 of this Constitution. - EnglishEvery person shall be entitled to assemble freely and associate with other persons, and in particular he may form or belong to any political party, trade union or any other association for the protection of his interests:
Provided that the provisions of this section shall not derogate from the powers conferred by this Constitution on the Independent National Electoral Commission with respect to political parties to which that Commission does not accord recognition. (Sec. 40)

- EnglishSubject to such disqualifications as Parliament may prescribe, a person shall be qualified to vote at an election of members to serve in the House of Representatives if, and shall not be qualified to vote at such an election unless, he—
(a) is a Commonwealth citizen (within the meaning of section 18) of the age of eighteen years or upwards; and
(b) has such other qualifications regarding residence or registration as may be prescribed. (Sec. 51)
