They have the right, likewise, to freely apply their systems of political, social, economic, cultural, and religious organization, as well as the voluntarily subjection to their customary norms for the regulation of [their] internal coexistence [convivencia], as long as they do not infringe upon the fundamental rights established in this Constitution. Concerning conflicts of jurisdiction the indigenous customary right will be taken into account. (Art. 63)

- English(1) There shall be a Commission for the Scheduled Tribes to be known as the National Commission for the Scheduled Tribes.

(a) to investigate and monitor all matters relating to the safeguards provided for the Scheduled Tribes under this Constitution or under any other law for the time being in force or under any order of the Government and to evaluate the working of such safeguards;
(b) to inquire into specific complaints with respect to the deprivation of rights and safeguards of the Scheduled Tribes;
(c) to participate and advise on the planning process of socioeconomic development of the Scheduled Tribes and to evaluate the progress of their development under the Union and any State;
(d) to present to the President, annually and at such other times as the Commission may deem fit, reports upon the working of those safeguards;
(e) to make in such reports recommendation as to the measures that should be taken by the Union or any State for the effective implementation of those safeguards and other measures for the protection, welfare and socio-economic development of the Scheduled Tribes; and
(f) to discharge such other functions in relation to the protection, welfare and development and advancement of the Scheduled Tribes as the President may, subject to the provisions of any law made by Parliament, by rule specify.

(घ) उन रक्षोपायों के कार्यकरण के बारे में प्रतिवर्ष, और ऐसे अन्य समयों पर, जो आयोग ठीक समझे, राष्ट्रपति को रिपोर्ट प्रस्तुत करे;
(ड.) ऐसे रिपोर्ट में उन उपायों के बारे में जो उन रक्षोपायों के प्रभावपूर्ण कार्यान्वयन के लिए संघ या किसी राज्य द्वारा किए जाने चाहिए, तथा अनुसूचित जनजातियों के संरक्षण, कल्याण और सामाजिक-आर्थिक विकास के लिए अन्य उपायों के बारे में सिफ़ारिश करे; और
