2. The State shall create the conditions for citizens to participate in the management of the State and society; and shall publicly and transparently receive and respond to the opinions and petitions of citizens. (a) the Speaker of the National Assembly, as chairperson;
(b) a vice-chairperson elected by the Commission from the members appointed under paragraph (c);

- English(1) Subject to the provisions of sub-articles (4), (5) and (7) of this article, no law shall make any provision that is discriminatory either of itself or in its effect.
