- English(1) Her Majesty the Queen-
(a) having been requested by the people of Papua New Guinea, through their Constituent Assembly, to become the Queen and Head of State of Papua New Guinea; and
(b) having graciously consented so to become, is the Queen and Head of State of Papua New Guinea.
(2) Subject to and in accordance with this Constitution, the privileges, powers, functions, duties and responsibilities of the Head of State may be had, exercised and performed through a Governor-General appointed in accordance with Division 3 (appointment, etc., of Governor-General) and, except where the contrary intention appears, reference in any law to the Head of State shall be read accordingly. I. To be [a] Mexican citizen by birth, in full enjoyment of their rights, [a] child of Mexican father or mother and to have resided in the country for at least twenty years.
II. To be [tener] 35 years of age at the time of the election;
III. To have resided in the country during all of the year prior to the day of the election. The absence [ausencia] from the country for up to thirty days, does not interrupt residency.
IV. To not possess ecclesiastical status or be a minister of any belief [culto].

IV. No pertenecer al estado eclesiástico ni ser ministro de algún culto.

(1) The Federal President shall be elected by the federal people on the basis of equal, direct, personal, free and secret suffrage by men and women having suffrage to the National Council. If only one candidate stands for election, it shall be carried out in form of a voting. Art. 26 para 5 to 7 shall apply accordingly.
(2) The candidate who polls more than half of all valid votes has been elected. If no such majority results, a second ballot takes place. Votes in this can validly be cast only for one of the two candidates who have polled the most votes in the first ballot.
(3) Only a person who is eligible for election to the National Council and has completed the thirty-fifth year of life on the day of the election can be elected Federal President.

(1) Der Bundespräsident wird vom Bundesvolk auf Grund des gleichen, unmittelbaren, persönlichen, freien und geheimen Wahlrechtes der zum Nationalrat wahlberechtigten Männer und Frauen gewählt; stellt sich nur ein Wahlwerber der Wahl, so ist die Wahl in Form einer Abstimmung durchzuführen. Art. 26 Abs. 5 bis 8 ist sinngemäß anzuwenden.
(2) Gewählt ist, wer mehr als die Hälfte aller gültigen Stimmen für sich hat. Ergibt sich keine solche Mehrheit, so findet ein zweiter Wahlgang statt. Bei diesem können gültigerweise nur für einen der beiden Wahlwerber, die im ersten Wahlgang die meisten Stimmen erhalten haben, Stimmen abgegeben werden.
(3) Zum Bundespräsidenten kann nur gewählt werden, wer zum Nationalrat wählbar ist und am Wahltag das 35. Lebensjahr vollendet hat.
