- EnglishThe State shall create an Entity for the protection of the family, for the purposes of:
1. Promoting responsible parenthood through family educational programs;
2. Establishing educational programs for pre-school age children, in specialized centers, which children may attend upon the request of their parents or guardians;
3. Protecting minors, and the elderly, and accomplishing the social readjustment of those who are abandoned, helpless, morally misguided, or who have behavior maladjustment problems.
The functioning of a special jurisdiction over minors, which among other duties, shall take cognizance of suits concerning the investigation of paternity, family desertion, and juvenile behavior problems, shall be organized and determined by law. (Art. 63) - SpanishEl Estado creará un organismo destinado a proteger la familia con el fin de:
1. Promover la paternidad y la maternidad responsables mediante la educación familiar.
2. Institucionalizar la educación de los párvulos en centros especializados para atender aquellos cuyos padres o tutores así lo soliciten.
3. Proteger a los menores y ancianos, y custodiar y readaptar socialmente a los abandonados, desamparados, en peligro moral o con desajustes de conducta.
La Ley organizará y determinará el funcionamiento de la jurisdicción especial de menores la cual, entre otras funciones, conocerá sobre la investigación de la paternidad, el abandono de familia y los problemas de conducta juvenil. (Art. 63)
