- EnglishWhen the Constitutional Court, referred to [the matter] by the President of the Republic, the President of the National Assembly, the President of the Senate, a quarter of the members of the National Assembly or of the Senate, has declared that an international engagement contains a clause contrary to the Constitution, the authorization to ratify this engagement may only intervene after amendment or revision of the Constitution. - EnglishIn the United Mexican States all persons will enjoy the human rights recognized in this Constitution and in the treaties to which the Mexican State is a party, as well as the guarantees for their protection, of which [the] exercise may not be restricted or suspended, except in the cases and under the conditions that this Constitution establishes.
