The State has the duty to assure the dissemination and the teaching of the Constitution, of the Universal Declaration of the Rights of Man of 1948, of the African Charter of the Rights of Man and of Peoples of 1981 as well as all international instruments duly ratified and relative to the Rights of Man.
The State must integrate the rights of the human person into the programs of literacy and of teaching at the various scholarly and university levels [cycles] and in the training programs of the Defense Forces, of the Forces of Public Security and Similar [Forces].
The State must equally assure, in the national languages, by all means of mass communication, in particular by radio and television broadcasting[,] the diffusion and teaching of these same rights. (Art. 40) - French
L'Etat a le devoir d'assurer la diffusion et l'enseignement de la constitution, de la Déclaration Universelle des Droits de l 'Homme de 1948, de la Charte Africaine des Droits de l'Homme et des Peuples de 1981 ainsi que de tous les instruments internationaux dûment ratifiés et relatifs aux Droits de l'Homme.

The Council of State gives its opinion on the bills and proposals of law as well as on the amendments which might be proposed.
If it considers that a bill or proposal of law includes provisions which are nonconform with the Constitution, with the international treaties to which the Grand Duchy of Luxembourg is a party, with the juridical acts of the European Union or with the general principles of law [droit], it mentions it in its opinion.

Except in cases of urgency to be assessed within the limits of the law by the Grand Duke, the Council of State gives its opinion on the bills of regulations to be taken for the execution of the international laws and treaties and for the application of the juridical acts of the European Union. If it considers that the bill of regulations is not in accordance with the norms of superior law [droit], it mentions it in its opinion.

Status of International Law
- EnglishThe international treaties celebrated by El Salvador with other States or with international organs, constitute laws of the Republic once they enter into force, in accordance with the provisions of the same treaty and of this Constitution.
The law cannot modify or derogate that agreed to in a treaty in force for El Salvador. In case of conflict between the treaty and the law, the treaty will prevail. (Art. 144) - SpanishLos tratados internacionales celebrados por El Salvador con otros Estados o con organismos internacionales, constituyen leyes de la República al entrar en vigencia, conforme a las disposiciones del mismo tratado y de esta Constitución.
La ley no podrá modificar o derogar lo acordado en un tratado vigente para El Salvador. En caso de conflicto entre el tratado y la ley, prevalecerá el tratado. (Art. 144)
