The exercise of these freedoms must not be harmful to public morals, to [public] health, or to [public] security. The State provides opportunities for improvement to the sectors that suffer from any inequality; in that sense, it promotes small enterprises in all their modalities. (Art. 59)

- EnglishI. Every person has the right to dedicate him or herself to business, industry or any other legal economic activity under conditions which do not harm the collective well being.
II. The workers in small urban or rural productive units, or who are self-employed, and guild members in general, shall enjoy special protection on the part of the State through a policy of equitable commercial exchange and fair prices for their products, as well as a preferential allowance of financial economic resources to promote their production.
