The duty of the State towards education shall be fulfilled by ensuring the following:
I – mandatory basic education, free of charge, for every individual from the age of 4 (four) through the age of 17 (seventeen), including the assurance of its free offer to all those who did not have access to it at the proper age;
II – progressive universalization of the free high-school education;
III – specialized schooling for the handicapped, preferably in the regular school system;
IV – infant education to children of up to 5 (five) years of age in day-care centers and pre-schools;
V – access to higher levels of education, research and artistic creation according to individual capacity;
VI – provision of regular night courses adequate to the conditions of the student;
VII – assistance to students in all grades of basic education, by means of supplementary programmes providing school materials, transportation, food, and health care.
Paragraph 1. The access to compulsory and free education is a subjective public right.
Paragraph 2. The competent authority shall be liable for the failure of the Government in providing compulsory education, or providing it irregularly.
Paragraph 3. The Government has the power to take a census of elementary school students, call them for enrollment and ensure that parents or guardians see to their children’s attendance to school. (Art. 208) - Portuguese
O dever do Estado com a educação será efetivado mediante a garantia de:
I - educação básica obrigatória e gratuita dos 4 (quatro) aos 17 (dezessete) anos de idade, assegurada inclusive sua oferta gratuita para todos os que a ela não tiveram acesso na idade própria;
II - progressiva universalização do ensino médio gratuito;
III - atendimento educacional especializado aos portadores de deficiência, preferencialmente na rede regular de ensino;
IV - educação infantil, em creche e pré-escola, às crianças até 5 (cinco) anos de idade;

§ 1º - O acesso ao ensino obrigatório e gratuito é direito público subjetivo.
§ 2º - O não-oferecimento do ensino obrigatório pelo Poder Público, ou sua oferta irregular, importa responsabilidade da autoridade competente.
§ 3º - Compete ao Poder Público recensear os educandos no ensino fundamental, fazer-lhes a chamada e zelar, junto aos pais ou responsáveis, pela freqüência à escola. (Art. 208)

- EnglishThe State shall ensure that every child receives quality education for twelve years from pre-school to the completion of compulsory education free of charge.
The State shall ensure that young children receive care and development prior to education under paragraph one to develop their physical body, mind, discipline, emotion, society and intelligence in accordance with their age, by also promoting and supporting local administrative organisations and the private sector to participate in such undertaking.
The State shall undertake to provide the people education as needed in various systems including promoting life-long learning, and to enable the cooperation among the State, local administrative organisations and private sector in providing every level of education, which the State has the duty to carry out, supervise, promote and support the provision of education to be of quality and to meet international standards as provided by law on national education which shall, at least, contain provisions relating to national education plan, and implementation and inspection to ensure the compliance with the national education plan.
All education shall aim to develop learners to be good, disciplined, proud in the Nation, skillful in their own aptitudes and responsible for family, community, society and the country.
In undertaking to provide young children to receive care and development under paragraph two or to provide people the education under paragraph three, the State shall undertake to provide persons with insufficient means with financial support for educational expenses in accordance with their aptitudes. ... The goals of education are to build the Egyptian character, preserve the national identity, root the scientific method of thinking, develop talents and promote innovation, establish cultural and spiritual values, and found the concepts of citizenship, tolerance and non-discrimination. The State shall observe the goals of education in the educational curricula and methods, and provide education in accordance with international quality standards.
Education is compulsory until the end of the secondary stage or its equivalent. The State shall provide free education in the various stages in the State's educational institutions according to the Law.
The State shall allocate a percentage of government spending to education equivalent to at least 4% of the Gross National Product (GNP), which shall gradually increase to comply with international standards.
The State shall supervise education to ensure that all public and private schools and institutes abide by its educational policies.
