- EnglishIn the United Mexican States all persons will enjoy the human rights recognized in this Constitution and in the treaties to which the Mexican State is a party, as well as the guarantees for their protection, of which [the] exercise may not be restricted or suspended, except in the cases and under the conditions that this Constitution establishes.
The norms concerning human rights will be interpreted in accordance with this Constitution and with the international treaties of the matter[,] favoring at all times to persons the greatest possible [más amplia] protection.

The rights and the duties proclaimed and guaranteed by the African Charter of the Rights of Man and of Peoples adopted in 1981 by the Organization of African Unity and ratified by Benin on 20 January 1986 are made an integral part of this Constitution and of Beninese Law. (Art. 7)

- EnglishThe treaties of Peace, of union, the treaties of commerce, the treaties or agreements concerning the international organization, those which engage the finances of the State, those which modify the provisions of a legislative nature, those that concern the status of the persons, and the treaties concerning the frontiers of the State, may only be ratified by virtue of a law.
They only take effect after being ratified or approved.

In case of international crisis, or of real threats to the vital interests of all or part of the population or of imminent danger resulting from grave infringement of public security, the Grand Duke, after having declared urgency resulting from the impossibility of the chamber of deputies to legislate in the appropriate time periods, may take regulatory measures in all matters.
These measures may derogate from existing laws. They must be necessary, appropriate and proportionate to the goal pursued and be in conformity with the Constitution and with the international treaties.
