2. Agents of the State and of other public entities shall be criminally and disciplinarily responsible, under the terms of the law, for acts or omissions that result in the violation of rights, liberties and guarantees. 2 Whoever acts on behalf of the state is bound by fundamental rights and is under a duty to contribute to their implementation.
