The following are enabled to interpose [the] action of unconstitutionality:
1. The President of the Republic;
2. The Attorney [Fiscal] of the Nation;
3. The President of the Judicial Power, with agreement of the Plenary Chamber of the Supreme Court of Justice;
4. The Defender of the People;
5. Twenty-five percent of the legal number of members of the Congress;
6. Five thousand citizens with signatures verified by the National Jurado of Elections. If the norm is a municipal ordinance, one percent of the citizens of the respective territorial domain [ámbito], are enabled to impugn it, whenever this percentage does not exceed the number of signatures specified above;
7. The Regional Governors, with the agreement of the Regional Council or the provincial mayors with agreement of their Council, in matters of their competence;
8. The professional associations [colegios], in matters of their specialty. (Art. 203) - Spanish
Están facultados para interponer acción de inconstitucionalidad:
1. El Presidente de la República.
2. El Fiscal de la Nación.
3. El Presidente del Poder Judicial, con acuerdo de la Sala Plena de la Corte Suprema de Justicia.

5. El veinticinco por ciento del número legal de congresistas.
6. Cinco mil ciudadanos con firmas comprobadas por el Jurado Nacional de Elecciones. Si la norma es una ordenanza municipal, está facultado para impugnarla el uno por ciento de los ciudadanos del respectivo ámbito territorial, siempre que este porcentaje no exceda del número de firmas anteriormente señalado.
7. Los Gobernadores Regionales con acuerdo del Consejo Regional, o los alcaldes provinciales con acuerdo de su Concejo, en materias de su competencia.

(1) Judges, in the performance of their function, shall be independent and, in decision making shall be bound by the Constitution, by constitutional law, by international treaty pursuant to Art. 7, paras. 2 and 5, and by law.
(2) If a Court assumes that other generally binding legal regulation, its part, or its individual provisions which concern a pending matter contradicts the Constitution, constitutional law, international treaty pursuant to Art. 7, para. 5 or law, it shall suspend the proceedings and shall submit a proposal for the commence of proceedings according to Art. 125, para. 1. Legal opinion of the Constitutional Court of the Slovak Republic contained in the decision shall be binding for the Court. (Art. 144) - Slovak
(1) Sudcovia sú pri výkone svojej funkcie nezávislí a pri rozhodovaní sú viazaní ústavou, ústavným zákonom, medzinárodnou zmluvou podľa čl. 7 ods. 2 a 5 a zákonom.
(2) Ak sa súd domnieva, ţe iný všeobecne záväzný právny predpis, jeho časť alebo jeho jednotlivé ustanovenie, ktoré sa týka prejednávanej veci, odporuje ústave, ústavnému zákonu, medzinárodnej zmluve podľa čl. 7 ods. 5 alebo zákonu, konanie preruší a podá návrh na začatie konania na základe čl. 125 ods. 1. - English1. At the request of the President of the Republic or, on the grounds of infringement of the laws of the Autonomous Region of Príncipe, of the Chairman of the Regional Legislative, the Constitutional Court shall review and verify non-compliance with the Constitution by omission of the legislative measures necessary for making the constitutional rules enforceable.
2. Whenever the Constitutional Court verifies the existence of unconstitutionality by omission, it shall notify the appropriate legislative body. (Art. 148) - Portuguese1.
