The Constitutional Court is [the] judge of the constitutionality of the laws and it guarantees the fundamental rights of the human person and the public freedoms.
It is the regulatory organ of the functioning of the institutions and of the activity of the Public Powers. (Art. 85) - French
La Cour Constitutionnelle est juge de la constitutionnalité des lois et elle garantit les droits fondamentaux de la personne humaine et les libertés publiques.
Elle est l'organe régulateur du fonctionnement des institutions et de l'activité des Pouvoirs Publics. (Art. 85)

The Constitutional Court decides obligatorily on:
– the constitutionality of the organic laws and of the laws before their promulgation;
– the internal regulations of the National Assembly, of the High Council of the Collectivities and of the Economic, Social and Cultural Council before their entry into application as to their conformity with the Constitution;
– the conflicts of attribution between the institutions of the State;
– the regularity of the presidential elections, legislative [elections] and the operations of [the] referendum of which it proclaims the results. (Art. 86) - French
La Cour Constitutionnelle statue obligatoirement sur :
• la constitutionnalité des lois organiques et des lois avant leur promulgation;
• les règlements intérieurs de l'Assemblée Nationale, du Haut Conseil des Collectivités et du Conseil Economique, Social et Culturel avant leur mise en application quant à leur conformité à la Constitution;
• les conflits d'attribution entre les institutions de l'Etat;
• la régularité des sélections présidentielles, législatives et des opérations de référendum dont elle proclame les résultats. (Art. 86)

The organic laws are submitted by the Prime Minister to the Constitutional Court before their promulgation.
The other categories of law, before their promulgation, can be deferred to the Constitutional Court either by the President of the Republic, or by the Prime Minister, or by the President of the National Assembly or [by] one-tenth of the Deputies, or by the President of the High Council of the Collectivities or [by] one-tenth of the National Councilors, or by the President of the Supreme Court. (Art. 88) - French
Les lois organiques sont soumises par le Premier Ministre à la Cour Constitutionnelle avant leur promulgation.
Les autres catégories de lois, avant leur promulgation, peuvent être déférées à la Cour Constitutionnelle soit par le Président de la République, soit par le Premier Ministre, soit par le Président de l'Assemblée Nationale ou un dixième des députés, soit par le Haut Conseil des Collectivités ou un dixième des Conseillers Nationaux, soit par le Président de la Cour Suprême. (Art. 88)

The international engagements specified in Articles 114 to 116 must be deferred before their ratification to the Constitutional Court, either by the President of the Republic, or by the Prime Minister, or by the President of the National Assembly or by one-tenth of the Deputies, or by the President of the High Council of the Collectivities or by one-tenth of the National Councilors.
The Constitutional Court verifies, within a time of one month, if these engagements contain a clause contrary to the Constitution.

Les engagements internationaux prévus aux articles 114 à 116 doivent être déférés avant leur ratification à la Cour Constitutionnelle, soit par le Président de la République, soit par le Premier Ministre, soit par le Président de l'Assemblée Nationale ou par un dixième des députés, soit par le Président du Haut Conseil des Collectivités ou par un dixième des Conseillers Nationaux.
La Cour Constitutionnelle vérifie, dans un délai d'un mois, si ces engagements comportent une clause contraire à la Constitution.
