The State shall establish a comprehensive and unified system of education throughout the country, capable of guaranteeing the principles of freedom of education and equal access to schooling, in order to offer each citizen the equal opportunity for the betterment of his/her living conditions. (Art. 66)

រដ្ឋកសាងប្រព័ន្ធអប់រំមួយពេញលេញ និង ឯកភាពនៅទូទាំងប្រទេស ដែលធានាឱ្យបាននូវគោលការណ៍សេរីភាព ខាងសិក្សាធិការ និងគោលការណ៍សមភាពក្នុងការអប់រំ ដើម្បីឱ្យប្រជាពលរដ្ឋគ្រប់រូបមានភ័ព្វសំណាងគ្រប់គ្រាន់ស្មើគ្នាក្នុងការកសាងជីវិត។ (មាត្រា ៦៦)

Citizens shall receive schooling for at least nine years.
